The Los Angeles City Employees’ Retirement System (LACERS) Board of Administration announced the appointment of Lita Payne to Interim General Manager, owing to the recent retirement of Thomas Moutes. 

Prior to this appointment, she has served as LACERS’ Assistant General Manager since 2010, overseeing the Health Benefits Administration and Communications and Retirement Services Divisions.  Joining the City in 1988, she has served the Departments of Building and Safety, Water and Power, Public Works, Fire and Police Pensions, and LACERS.  She also served as the Director of Retiree Health Care for the Los Angeles County Employees Retirement Association.

Ms. Payne earned a Bachelor of Arts Degree (Magna Cum Laude) in English from California State University, Los Angeles, and a Masters Degree in Business Administration from Pepperdine University’s Graziadio School of Business. She also holds a Group Benefits Specialist Designation from the International Foundation of Employee Benefit Plans.

LACERS administers the City of Los Angeles’ pension plan to approximately 43,000 Members and beneficiaries.  LACERS’ portfolio is currently $17.4 billion.
