OPEN ENROLLMENT UPDATES AND HEALTH PLAN REMINDERS
The health plan changes you made during the 2026 Open Enrollment period are effective from January 1 – December 31, 2026, unless you experience a qualifying event and make changes within deadlines. If you changed plans during Open Enrollment, expect to receive your new health plan ID card by mid-January, except for the Delta Dental PPO plan. Delta PPO enrollees can access a digital ID card by creating an account at DeltaDentalins.com. If you require medical/dental services before receiving your new ID card, your provider can contact your plan to verify your eligibility. Applicable premium increases for 2026 will be reflected in your paycheck as of December 31, 2025.
An Annual Notice of Change (ANOC) from our Senior Medicare plans is required by the Centers for Medicare and Medicaid Services (CMS)
ANOC notices are mailed based on the plan’s enrollment/membership roster as of November 2025. Members who changed or disenrolled from plans, or deleted dependents during Open Enrollment, will still receive the notice from the “old” plan based on the membership roster rather than based on the plan’s coverage effective date of January 1, 2026. Open Enrollment changes and disenrollments are not processed until December 2025 for coverage effective January 1, 2026.
2026 Medicare Part B Premium Notice and Reimbursement Information
The standard (basic) monthly Medicare Part B premium for 2026 is $202.90. This amount does not include the Income-Related Monthly Adjustment Amount or late enrollment penalties. For more information, please visit cms.gov/newsroom/fact-sheets/2026-medicare-parts-b-premiums-deductibles.
Retired Members enrolled in Medicare Parts A and B, who have at least 10 years of Service/Service Credit, and are enrolled in a LACERS Senior Plan, will have the Medicare Part B reimbursement for 2026 set at the standard basic monthly Medicare Part B premium amount as described above. If your Medicare Part B premium is less than $202.90, you are required to submit proof of your Part B premium to LACERS. If your Part B premium is greater than $202.90, you are not required to submit proof. Currently, all other individuals are not eligible to receive a reimbursement
Important Update: Incomplete 2026 Health Benefits Guides
LACERS has identified that some pages in the 2026 Health Benefits Guide may be missing. Please review the guide that came with your Open Enrollment packet in October. If the guide is missing pages, email LACERS at LACERS.Health@lacers.org with the subject “2026 Health Benefits Guide Missing Pages,” or call (800) 779-8328 to request a complete Guide. You may also access the 2026 Health Benefits Guide online at lacers.org/health-benefits-guide.
TAX FORMS: FORM 1095-B AND 1095-C
As tax season approaches, please be aware that you may receive one or more forms providing information about the health care coverage that you had or were offered in the previous year.
Beginning in mid to late January 2026, most retirees will receive a Form 1095-B, sent directly to them by either the Centers for Medicare Services (CMS) or their health plan carrier through LACERS (i.e., Kaiser or Anthem Blue Cross). Members who retired within the past year may receive two Form 1095-Bs: one for their LACERS coverage and one for their City of Los Angeles coverage while employed, along with one Form 1095-C: issued by the City of Los Angeles. If you do not receive your form(s), please contact your health insurance carrier directly. LACERS does not issue or have access to these forms.
