LACERS Retired Members Update for October
LACERS OPEN ENROLLMENT IS OCTOBER 15 – NOVEMBER 17
From October 15, 2025, to November 17, 2025, LACERS is accepting applications for new enrollments, health plan changes, and the addition of eligible dependents. Changes made during this period will become effective on January 1, 2026. If you wish to keep your current LACERS health coverage for 2026, you do not need to take any action. LACERS recommends reviewing the Open Enrollment materials to stay informed of your benefit options and costs.
The 2026 Open Enrollment Health Plan Statement is a snapshot of your coverage in our system as of August 19, 2025. Please review your statement to understand your current coverage compared to the 2026 health plan coverage costs and plan options. If you are a New Retiree/Survivor or have made plan changes that are not reflected on your statement, please check your MyLACERS account to see your current coverage.
2026 OPEN ENROLLMENT PACKET
The 2026 Open Enrollment packet was mailed in early October to your address on file with LACERS as of August 19, 2025. The U.S. Postal Service does not forward the packet even if you have completed a “Change of Address” or “Forwarding Request.”
For Members over the age of 65, the packet will consist of the 2026 Open Enrollment Statement, 2026 Health Benefits Guide, and the 2026 Open Enrollment Overview.
For Members who are under age 65, enrolled only in a LACERS Dental plan, participate in LACERS’ Medical Reimbursement Program (MPRP), or are not enrolled in a LACERS plan, the packet will consist of the 2026 Open Enrollment Statement and the 2026 Open Enrollment Overview. Please access the 2026 Health Benefits Guide online from our website.
Both the 2026 Open Enrollment Overview and the 2026 Health Benefits Guide are available online at lacers.org/health-benefits.
If you do not receive your Open Enrollment packet by October 20 or would like a hard copy of the Health Benefits Guide mailed to you after that date, please email lacers.health@lacers.org and include in the subject line: “Requesting 2026 Health Benefits Guide.” You may also contact LACERS at (800) 779-8328. Please allow seven to ten business days for the guide to arrive via U.S. mail.
2026 HEALTH PLAN PREMIUMS
The overall 2026 health plan premium costs increased by approximately $12.5 million, or 7.35%, which is favorable compared to the medical trend benchmark of 7.50%. The 2026 premium rate increases are listed below.
- Anthem Blue Cross HMO and PPO, and Part B only HMO and PPO: 9.0%
- Anthem Life & Health Medicare Plan (Medicare Supplement): 9.0%
- Anthem Medicare Preferred PPO: 10.61%
- Kaiser Permanente HMO: 3.99%
- Kaiser Senior Advantage: 7.69%
- UnitedHealthcare Medicare Advantage HMO: 39.08%
- SCAN: 2.81%
- Delta Dental PPO: 2.67%
There were no premium rate changes for the Anthem Blue View Vision plan and the Delta Dental HMO plan.
LACERS UPCOMING WINTER HOLIDAY SCHEDULE
In observance of the upcoming holidays, please be aware of the following changes to LACERS’ services. We thank you for your understanding and wish you a joyful holiday season!
The LACERS Front Desk and 800 Phone Line will be unavailable on the following dates:
- November 24–26
- December 24, 26, 29, 30, 31, and January 2
During these times, Members may still reach us via: lacers.services@lacers.org, and voicemail messages will be monitored and responded to as soon as possible.
LACERS will be completely closed, and all services will be unavailable on:
- November 27 and 28
- December 25
- January 1
LACERS WELCOMES TWO NEW BOARD MEMBERS
The LACERS Board of Administration sets general policy and adopts rules and regulations necessary to operate LACERS. Two new Board Members were recently elected, learn more by visiting our Board of Administration webpage.

Please note: Due to the Veterans Day holiday, a Special Board Meeting will be held on Tuesday, November 4, replacing the regularly scheduled meeting that would have taken place on November 11.
