Tom Moutes Current Term: 07/01/25 – 06/30/30

In 2025, Tom Moutes was elected to the Board of Administration by retired LACERS Members for a five-year term ending June 30, 2030.

Mr. Moutes began his City career as a Messenger Clerk while attending college.  He worked for the Library Department, LAPD, the Personnel Department, the Department of Telecommunications, ITA, the City Clerk, and LACERS over his 33-year career.  Mr. Moutes worked in high-level positions at LACERS for 16 years, including the last seven years of his career as the General Manager.

Mr. Moutes has served on the City’s Deferred Compensation Plan Board since 2011 and as the Board Chairperson since 2020.

Mr. Moutes holds a Bachelor of Science degree (summa cum laude) from California State University, Northridge (CSUN) in business management and a Master’s Degree in public administration, also from CSUN.  He earned a Certified Employee Benefits Specialist designation from the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania.
