EARLY RETIREMENT INCENTIVE PROGRAM 1% SURCHARGE TO END JUNE 30

Effective June 30, 2026, the bi-weekly 1% employee contribution surcharge applied to certain Los Angeles City Employees’ Retirement System (LACERS) Tier 1 Members to fund the Early Retirement Incentive Program (ERIP) will officially end.

For Members who currently pay this surcharge, it appears on paychecks under the pre-tax deduction “Tier 1 ERIP Recovery – 04D.” Because June 30 falls in the middle of the pay period, the July 22 paycheck will reflect a prorated contribution amount. The August 5 paycheck will be the first to reflect the fully updated contribution rate with the surcharge removed.

The ERIP was initially proposed and negotiated as an early retirement window with the bargaining units representing LACERS Members. The program was specifically designed to reduce annual ongoing costs to the City’s payroll by providing eligible LACERS Members with separation pay and retirement benefit enhancements to incentivize early retirement. The targeted goal of the negotiated program was to separate 2,400 employees from City service as quickly as possible. To fund the costs associated with the ERIP’s separation pay and benefit enhancements, a shared funding mechanism was established that increased employee contribution rates for certain LACERS Members by 1% for a maximum period of 15 years.

Because Tier 3 Members were not subject to ERIP costs, the conclusion of the 1% ERIP employee contribution surcharge will not affect their contribution rates. Tier 3 contribution rates will remain unchanged.

FAMILY DEATH BENEFIT PLAN (FDBP): ADDED PROTECTION FOR YOUR LOVED ONES

The Family Death Benefit Plan (FDBP) is a voluntary program designed to provide your family with a monthly financial benefit if you pass away before retirement—offering added peace of mind and financial security.

Employees become eligible to enroll after completing 18 months of City service. Participation comes at a low cost per pay period.

Please note that selections made by Surviving Spouses/Domestic Partners along with their earnings may deem them ineligible for FDBP benefits.

This half-day seminar covers the LACERS Tier 3 retirement formula, retirement allowance benefit, health benefits, survivor benefits, mental preparedness, and what to expect at retirement. It will be held in person at LACERS. Light snacks will be provided.
